Chicago's Snow Lagging Behind Many Southern Cities

Chicago is located up in the northern parts of the United States and is known to have a big snow fall when winter comes around but this year Chicago has hit a low record of snow fall. Does this have to do with climate change? Pollution? The average snow fall they get is eleven inches and so far the snow fall for this winter is .9 inches, an epic low. Will other cities hit a low like chicago? How can we fix this problem? By stopping pollution.
